This is referencing Enterprise’s Malcolm Reed. He said there should be some sort of alert that activated defence and offensive systems.

Meanwhile, in the 24th century, Riker says “Red alert, shields up, arm…” Shouldn’t defence systems be automatic, even at a yellow alert? Hell, Kirk’s Enterprise on the refitted NCC-1701, responded quickly to their style of Yellow Alert.

That was yellow alert. Red alert certainly should require shields and charging of weapons.
