I don't see how the poor were any better under Obama, pretty sure they were still struggling. I skimmed some of that PDF, looks like there's an increase in money toward veterans, more money going toward those with substance abuse issues and and an increase for HUD housing. Granted, who knows where all the money really goes and if it does any good, and the President I'm sure doesn't care about anyone (I don't think any President's really do, it's all for good PR and re-election votes). But there seems to be more to that PDF.
