you have to be as sharp as the crouching tiger, and as concealed as teh hidden dragon, how difficult would it be to hide a dragon, if you’ve tried let me know

The answer (supplied by imdb) is:
It refers to hiding your strength from others; advice which is followed too well by the characters in the film. So I’ll give it to you guys.
