Scizoeffective caregiver advice plz in Life of a Mama Cat

Anybody been a caregiver for their parents before? Is there someone I can talk to about the legal rules? Mom keeps spending herself broke refused to  pay her bills. It's so bad she get reactive if we suggest her quit shopping to pay her bills. I want to help her. She wants to be emancipated but she over drafted her account over $3000 since October. She wants a job but I can't get her to bath listen or even drive safely. She wants to drive again but after several wrecks I don't consider her safe. I am trying to make her aging experience better without having to hide her phone and debit cards to stop her from overdrafting her accounts by shopping... again. When I took her phone asking her to have adult conversation about going to judge and evaluating her she got defensive tried to fight me so I took her phone.. I lied she lost her phone. I am aware it's her property buther behaviors are to much I want to help her just unsure how to. She wants her rights back but when I suggested her going to judge and being evaluated again she refused to do it. If she can prove she is fit I will let her lead her life mistakes and everything. Due to her impulsiveness no bills or rent is paid I fear we might end up homeless. Why won't she go to judge and earn her rights back?
