Why don't all public restrooms have music playing, or a waterfall, or a fan blowing, or pretty much any kind of white noise?
It's the pinnacle of awkward trying to do your business in dead silence when you know there is a perfect stranger close enough to touch if not for that single piece of plywood separating you.

Some do here in the UK. Not all, but some. In the city of Wells, in Somerset, for example, the public toilets have classical music piped in. Source: I grew up in the area.
