End of quarantine in Evening thoughts

So almost all the citizens are expected to be back to work from May 12. When quarantine started, there were only 2-3 infected people, now more than 500 and the number is growing. How stupid.. Why did they start quarantine at all then, to ruin small businesses?
People here are so careless, almost everyone walks without masks. As for the masks, by the way, at the beginning of quarantine they disappeared from all chemist’s, and now they are sold at high prices.
